HISTORY—
It was foolish of humans to assume they would remain the only intelligent lifeform on Earth forever, especially not when they kept animals such as dogs, cats, horses and various others so close to them; perfectly able to watch how they ignited new ideas and grew into what they are today.
And the creatures have learnt. They evolved, not that the majority of humanity has noticed. Of course, there are the 'duds' among them, the simple-minded and uncomplex, animals as they began in the first place. But many of them are sentient, with emotions and rational thought. They do not quite yet have the ability to speak human languages yet, and perhaps this is for the best... as that would be even harder to hide. They can learn to understand human speech, however, and their own languages are specific enough that if a human being really tried (which is quite unlikely in these ignorant times), they could learn it as well.
There is a human organization called the Awareness that knows of these other intelligent beings, and strives to keep them hidden from mankind. Imagine what panic it would cause, just imagine! How many scared humans would grab their shotguns and shoot their pets and horses, as well whatever strays they saw! They would not be able to understand in their panic. They would feel tricked, even betrayed, and hate them for it, hunting them down for being so-called abominations. Humanity at its worst.
There have been brief scares in the past, erased from history books... mothers whisper scary tales of them to their kittens, foals, chicks and puppies at night, but that is not important now. They might've happened, but they might as well be fairy stories, now, right? After all, what are the odds of something like that affecting you in your lifetime...?
The Awareness is not very involved in San Diego besides what is necessary, like cleaning up after the crime bosses' fiascos, replacing whatever medicines and other objects they may steal from humans, and any other things the smarter quadrupeds may do that the average human may find out-of-the-ordinary for a 'dumb animal.'
Rumors of conspiracy circulate: the Awareness stamps out any advanced animal 'civilization' just before it blooms. Is this true? You don't know. There's never been an advanced society inside the Animal Kingdom... as far as you know.
Is it really inhumane and oppressive... when the sentient members of the animal population are not included in the Constitution?
You probably won't be seeing much of these agents. They see you.
Most dogs have devoted themselves to people, serving them and being their best friend. Not all dogs see this way, but they are far outnumbered by those that do.
Horses, birds and dolphins, their beliefs are a mystery to a good lot of sentient animals—cats and dogs in particular. They are just too different to understand each other very well just yet.
The world we are about to enter, however, is not about canines, or equines, avians or marine mammals. It is the feline world we shall delve into, perhaps with the occasional dog—and hidden Agent—along the road.

CURRENT HAPPENINGS—
Cats continue to be hellbent on surviving, as they always have been, and the Esposito crime family's kitten raids have been decreasing, due to the lack of births during wintertime. All the same, even with the cold weather, kittens are perfectly capable of being born off-season, and it unfortunately still happens. Some single parent cats or even mated pairs have taken to outright giving their kittens to the Espositos, just to save their own hides from an ambush.
The Cobalts and Vermilions hate one another as much as ever, and this shows in the amount of casualties both sides are taking. A truce is unlikely, it has been for years, but can it still be done, before they kill each other into extinction? Will a female ever rise up in the Cobalts, or will the Cobalts' strict misognyst beliefs always bar them from reaching their true potential?
Will the Vermilions ever learn to see worth in those physically weak? Will the Espositos ever be knocked off their pedestal, or even down a few pegs at all?
Can the Lemon Grove and Balboa Park colonies keep the peace they have managed to obtain at the moment, or will it come crashing down around their paws? Can they ever make contact with each other, despite the distance between the two? Such an alliance would be risky, but worth it; Balboa Park has so many more resources than Lemon Grove, and Lemon Grove would be an intimidating land-gain in the eyes of Balboa's enemies.
And the domestics—what of them? Shall they ever play a part within the feline politics in San Diego, or will they stay as plump, stupid, probably neutered or spayed and blissfully content as they always have been? The domestics allowed outside by their caretakers have been more active recently...
